David Smawfield’s interests and expertise in Monitoring and Evaluation began in the 1980s when, among other things, he was appointed to the position of Assistant Local Evaluator to the Lincolnshire variant of the United Kingdom's 'Lower Attaining Pupils Project' (1984-88)

In this period, he also lectured in evaluation and assessment, at post-graduate level, in the School of Education of the University of Hull, England.

David Smawfield has subsequently undertaken a number of major consultancy assignments as a monitoring and evaluation specialist.
